

More than 1.3 lakh taxpayers across India continue to wait for their income tax refunds as the government blocks payouts linked to inoperative PANs. The Finance Ministry told Parliament that refunds worth Rs. 340.30 crore remain on hold.
The issue has nothing to do with scrutiny or errors in filing. A basic compliance miss, failure to link PAN with Aadhaar, has triggered the delay, locking up funds for thousands of taxpayers despite valid returns.
The scale of the problem runs deep. Government data shows over 9.25 crore PANs turned inoperative as of January 1, 2026. Taxpayers who missed the PAN-Aadhaar linking deadline now face consequences that go beyond penalties.
Authorities continue to process returns and account for tax credits such as TDS; however, they stop issuing refunds under Section 139AA rules. This creates a situation where taxpayers complete filings correctly yet fail to receive their money. The Centre has already collected Rs. 2,338 crore as late fees on account of delays in the linking process.
With the increase in the number of refund delays, taxpayers’ grievances have also started to rise. So far, 2,270 grievances have been recorded by the authorities on account of inoperability of the PAN, refund blockages, and difficulties on the portal. However, the government has been clear in its stance on the matter.
They have said that the refunds will only be processed and issued once the PAN is made operative. Hence, taxpayers must take the necessary steps in the matter. They must link the Aadhaar with the PAN and then pay the necessary fees to get the status updated on the income tax portal.
