TRAI Launches Digital Connectivity Rating Platform

TRAI Opens Property Connectivity Ratings With Fiber, Wi-Fi, Mobile Network Tests Across India

The Telecom Regulatory Authority of India (TRAI) launched its Digital Connectivity Rating platform on September 25, 2026. The regulator introduced the platform to help property buyers, tenants, developers, and managers assess building connectivity. The system combines a public rating portal with a dedicated mobile application for in-building connectivity tests. TRAI said the initiative matters since nearly 70 to 80% of mobile data consumption occurs indoors.

TRAI Chairman Anil Kumar Lahoti said the platform will make property connectivity more measurable, transparent, and accessible. The platform covers homes, offices, institutions, malls, and other public spaces across India. 

Consumers can search properties by name or location and review published connectivity ratings before making property decisions. Authorized Digital Connectivity Rating Agencies will conduct field assessments through the dedicated application and submit verified test results.

Property managers can register properties, submit documents, select registered agencies, and track applications online. Rating agencies can access assigned properties, record observations, upload evidence, and synchronize field measurements with platform records.

The framework assesses several elements that shape everyday connectivity inside buildings and large property complexes. These include fiber readiness, mobile network availability, Wi-Fi infrastructure, and in-building connectivity solutions. TRAI also considers redundancy, network resilience, and power support for digital infrastructure during assessments.

The system also covers properties still under construction through a staged certification process. Developers can receive certification during design planning, installation verification, and final testing after completion. This approach encourages digital infrastructure planning before construction reaches its early stages.

The framework follows TRAI's 2024 regulations and its amended Rating Manual issued in June 2026. TRAI's framework aims to create a common method for measuring digital connectivity across different property categories. The regulator currently treats the rating system as voluntary while encouraging property managers to participate.

For consumers, the public interface adds connectivity as another factor when comparing properties. Stakeholders can also verify certificates through the platform's public interface. The move could make indoor connectivity a more visible feature alongside location, amenities, pricing, and other property factors.
